Yes, you get some tooltips in the first mission, but besides that it's mostly 'Those are your options, that is your objective, we'll come back to nag you in an hour'. Battle for Middle Earth is an example for that. Maybe not 'Here's your stuff, Now figure it out' but more like having an extra tutorial and then have the campaign build up on this with the assumption that people had played the tutorial.
